Skilling up weapons is like skilling up fishing, it's largely a binary effect of "Must make at least X many attempts before skillup is possible" and the number represented by X steadily goes up every level.
Yes.. and no. I do know Blizzard changed the tooltip about Int. I also know since that change, there has been tons of debates on whether Int really effects skill-ups. (I'm not saying this is totally accurate or listing these as credible links, just saying that there is some debate on Int still). So it may be false and I am sorry I posted it as absolute truth, but it does still seem to affect weapon skills.
As to skill up being a largely binary effect- yes and no. It is also based on your level versus the level of your weapon skill. The rate at
LEVEL 80 which you learn weapon skills at say 200-205 is quicker than when you would learn them at 40.
Weapon skill isn't irrelevant.. anytime. I try to level as many different weapons as I can during a level because of the variety of what hunters can use. At the minimum you should try to keep all three ranged weapon skills maxed- it sucks when at 80 you get the nice shiny Naxx gun and you are only sitting at 350 from level 70. Yes you can level it at that time and that is a personal preference.
