Things do not become obvious until you see the logic behind them. Therefore 'obvious' is a term of which it's meaning depends strongly on the speakers' experience on the subject. The OP in fact more or less stated a short version that entire thought in his first post by apologizing in advance to the people to whom the answer might seem obvious.
That said, a number of things about the OP can be said. Perhaps he doesn't have much experience with the game. Perhaps one could call him smart seeing as he's realized that his question is probably easily answered by the people he's directing it at (which is generally a smart move as you don't want your questions answered by people who don't know anything on the subject itself). Regardless, I do not think you are in a position to declare what was justified and what wasn't. Ironically enough, neither am I even though I just did so.

The quote he cited said explicitly that the 'argument' was about the
target being in combat. There is no black or white answer here since Mental (purposefully, knowing him) seeded confusion; it's not exactly strange to assume Mental meant to say "You can use Distract on a target that is in combat" since his reply was kind of off-topic if taken otherwise. See above.

A little research isn't a bad thing, but I'd say (note the I'd say, I'm judging here) a somewhat detailed question like this isn't completely out of place on the class forums of a game's fansite. After all, if it's so easy to answer the question, then why is it so hard for somebody to step in and simply do so here?
