Ok so i have a friend.. who sucks.. like.. horribly, as in theres no chance of him EVER beating even the easiest floor of Alex Savage (i mean hes practically il190 and doesnt know how to use fire IV or V (forgot which one they have at 60), never uses his cross class abilities despite having levels all the necessary jobs for them, never uses Flare because "it takes all my mp and I could do just as much damage if not more with a few fire 2s" Meaning he doesnt know how to us Flare to its maximum effectiveness. I.e Im pretty sure theres a debuff you put on mobs that boost Flare damage but that debuff only appears after the correct combination of nuke have hit the mob (kinda like how spamming heavy shot on part which straight shot is up can get you a straighter shot proc).

Thats being said he'll never have Savage gear (at least not while its still worth having). I mean Ive never done savage myself but thats mainly because of the "must have experience/clear/no bonus" parties and not because of lack of skill seeing as, unlike him I at least have basic gameplay mechanics down and know everything about my job that someone at level 60 should. So since theres two sets of il200 gear now (void ark and eso) whats the blm BiS for il200. Im sure there are some pieces of void ark that are better than ESO (like imo void ark head and gloves for brd are better than ESO, so Id rather get those until I can finally get savage head and gloves rather than waste eso tomes and a farthing on buying and upgrading eso head and gloves since unlike him I actually do intend and CAN do savage whereas he has no hope... I mean i out DPS him on brd... only person that should be out dpsing a blm is a mnk. I hit 800-1100 dps easily, more on the higher end in fight thats require little to no movement.. i.e faust easily 1100, oppressor, 800-900, whereas he cant do more than 550 on EITHER), so yeah hes super casual, so would any piece of void ark be better than eso for him, or would he be better off just going all ESO, since ESO can be upgraded whereas void ark cant thsu even if theer weer piece of VA that were better than base ESO, upgraded ESO would be better than VA?

Gear isn't going to help. It sounds like this friend of yours needs a crash course on how to BLM before he even gets worried about his stat loadout.

Let's address the things you brought up here:

Enochian use - Enochian does 2 things, it increases all the damage you do by 5% and enables the use of Fire 4 and Blizzard 4. Enochian has a 30 second duration and a 60 second cooldown, the effect can be refreshed by casting Blizzard 4, though it loses 5 seconds off its total duration each time it's refreshed this way. This means that the first Enochian will have a 30 second duration, after a Blizzard 4 it'll be 25 seconds, then 20 seconds, and so on. A good Enochian rotation under ideal conditions should have you casting Blizzard 4 twice and the duration should last up to or right before the cooldown finishes so you can go right back into Enochian again.

A standard Enochian rotation on a target dummy should look like this (I'm omitting other cooldowns for simplicity):
Fire 3 -> Enochian -> Fire 4 -> Fire 4 -> Fire 1 -> Fire 4 -> Fire 4 -> Blizzard 3 -> Blizzard 4 -> Repeat

That's super basic and ignores everything other than managing your Enochian time. Once he's comfortable doing that, he can start weaving in the other cooldowns like Ley Lines, Convert, Raging Strikes, and Sharpcast to increase his dps. But get the basics down first and understand how Enochian works. You can do that rotation about 3 times before your Enochian just falls off on its own. The rule of thumb at a normal level of spell speed is that if your Enochian has less than 3 seconds left on it, you don't have enough time to cast Blizzard 4 without Swiftcast.

My preferred AoE rotation is this:
Fire 3 -> Enochian -> Fire 2 -> Fire 2 -> Fire 2 -> Flare -> Transpose -> Blizzard 4 -> Repeat until the bad guys fall down

There's no debuff from Fire 2 that you were talking about, that's not a thing. The idea is to get your mp as low as possible but still have enough to cast Flare (it takes about 1100). The rule of thumb here is that if you have less than 3600 mp, you probably don't have enough to cast another Fire 2, cast Flare instead.

Get him started on how to play the job first, then worry about gear.

How would he test his dps if he doesnt play on pc thus no parser to track his dps?

Well he can't, unless he can have someone running a parser standing next to him while he practices. But honestly, if he's got the rotation working properly, then his dps is fine. If he's struggling to manage Enochian properly, then his dps is not fine.

Does doing server transfer to a server that isnt letting you make charyers on it still work? I heard that was changed recently or something supposedly patch notes of some kind said as much

I haven't heard anything about that not working anymore. I would assume it still does.

based on what Im seeing what I be right in saying if you have an il190 weapons youre going to see literally NO difference in damage if youre wearing all il200-210 gear than you saw/had when you were wearing all il190-200 gear?

I doubt it. Certainly the weapon is the biggest influence on dps output, but your gear doesn't just not matter, and 10-20 item levels is not insubstantial.

well with lower gear i was doin 800 dps, with higher gear but the same weapon... i can hit 1000-1100 dps at open/start of the attack and it gradually falls back down to 800 (and its gets there pretty fast)

I only bothered to parse myself a couple times on BLM, but at i180ish I was doing about 1000 dps against Faust which is basically a 2.5 minute training dummy. On longer fights the timing on properly lining up Ley Lines and Raging Strikes into a phase where you can stand still and have some me time comes into play. As with most things, if you practice the right way, you should get better at it.

You probably should've mentioned that. My point still stands though, your non-weapon gear still matters even though weapon damage is (in most cases) approximately 8x more valuable than a point of your primary stat (str dex or int).
