Entry level gearing is a given. Since you'd probably want to run content that you haven't seen yet, you'd end up with at least enough gear to progress if you decided you're sticking around for a little while. The 'return' campaign is only going for another week so it's not like you'd be running endgame content unless you were planning on returning.
No more level uncapping or major updates means we're back to the old horizontal progression style XI. The game is far more accessible to solo and small group play so if you wanted to focus on getting things done then you can do that. No pressure because it's not like people will clear content you wanted to participate in and move on before you catch up. Most players I know who quit prior to 75 cap breaking were pleasantly surprised at the changes and they still play.
Ultimately I'd say it depends on why you want to return. If you're coming back to actually play and enjoy the game then there probably hasn't been a better time than now.
If you're returning for the 'return to vana'diel' campaign, then you're just scratching the itch. Go ride the ferry and exact your revenge on the Horror for what she did to you a decade ago. Round up a bunch other people who are just on for the week and raid Bernie in Gustaberg. Maybe spend a day just traveling around trying to see how many unclaimed NMs you can take a selfie with.
You're either serious or you're not, but you may not find out until you try it. All you really have to lose is a little hard drive space.
