What is the likely hood of new heroic character with the new expansion in November or December or think they will make us wait until 2025 ???
I don't really understand what you're asking.
Are you asking if they will introduce Heroics with a higher starting level (unlikely, IMHO), or are you asking if they will give everyone a free heroic with the next expac (also unlikely, as they have never done that before).
They have, on a couple occasions, given all subbed accounts a free heroic, but that was usually tied in with Anniversary, or some other event. It's been at least 4 years since they've done that.

I dont t expect it , I am glad they added the lvl 100 heroic and that was two years ago,
They know they were short this expansion on Group missions they should be working on content for ANNV and next year.
