Travel to Thulwun Station West and find Secondary Terkenil Niba'xi at the battlements.

From the mouth of the Upper Throm Tunnel, turn right and go up the hill to reach the battlements.

Talk to Secondary Terkenil Niba'xi to complete this quest and open the next.

Also, Secondary Terkenil Niba'xi tells you to talk to Tertiary Gurowyn Riz'din about fixing the steamer.
