I found the most peculiar little halfling imprisoned within the Ruins of Varsoon. Even more odd was his concern for completing his task of gathering components for his master, he had no regard for his own well being just his task at hand. So I decided to help him.
I found all of Dibble's components now I'll I have to do is deliver it to his master.
I've delivered all of the components to Dibbles master.I was able to gather all of the components that the halfling had lost down in the Ruins of Varsoon, and deliver them to his master. What a peculiar little halfling. I wonder how he is doing, and if he's made his way out of that cell yet?
Stage 1

FP based characters can easily turn in the quest if they go through the down below. when you enter the baubleshire go left and you will see the tailer peona . approach her carefully until you are in range to hail her. be careful because there is a guard in the street to her left.

I had this quest active in my quest helper and the dull metal fragment was at the top of the list (I had already gotten the satchel). At lv 34, I went to the room with the disciples/apprentices, and when killing them, my journal updated and the dull metal fragment updated. I didn't even see, let alone kill, any jailors during this jaunt into the ruins.

Most of the pieces for this quest updated for me on the first kill of each mob type, save for the servants of Varsoon and the Jailors. The one from the servants took about 8 individual kills to update.
This is secondary though to the difficulty from the jailors. There are only two that spawn and oftentimes groups passing through will kill the mobs in there by second nature, making it difficult to get as it's hard to get to him in time. I got the jailor after about 7-8 cycles of jailors, over the course of 2 days. Plus you can complete a number of shard quests and your Irridescent Beatle collections while you're at it.

I finished this quest today. My reward was 1 gold 50some silver and some copper along with 20flagons of glacial water. Didn't notice any xp but my toon is level 40 now...ok I was bored!

Killed several sets of Varsoon Guards and the Jailor today. Respawn is 15 minutes. Jailor doesn't pop every time, but is quite common. Took two sets of guards to get Dibble's Satchel, still haven't gotten the dull metal fragment after 3 Jailors. Have killed three Servants of Varsoon in West entry and have not gotten the Jar of Blue Fluid. The Research Manual dropped off first round of Spirited Tomes, and I killed quite a few Apprentices to get the Bar of metal, but have no idea how many.

The Dull Metal Fragment is dropped by the jailor and not the guards that spawn with him. I ran from one prison to the other killing the spawns in each room. Only when the jailor crashed & burned would the quest update. The few times the rooms spawned without the jailor, I received no updates. Thought I would throw that in for any working on this quest.

This quest is exp only, and is (imo) average. reward is lvl 10 drinks and minimal coin.

Despite what the quest text says, Armorer Peona is actually TAILOR Peona Toughins. She's over by Nyla Diggs in Baubbleshire, on the north end of the "hobbit holes" on the east side of the zone.
