This quest is initiated by examining a "Lightning Bolt Shaped Key". This item is dropped on monsters (scorched skeletons confirmed) in Stormhold.

You must find the chest that the key unlocks in Stormhold. (-88.93, +5.00, -98.38). This is in the first room leading to where Lord Dyana spawns, near the lancer.
