I have discovered a thieves den in the Down Below and looted a sort of merchant manifest. I discerned that Constable Arathur needs evidence of such illicit operations. I will try to follow the hints in the manifest to discover the Qeynos merchants involved in this ring and fool them into signing this manifest thinking me a lackey of the thieves.

Stage 1

I must speak to a G.P. in the tavern hinted at by the symbol in the manifest, a mug buried underneath a gently rolling hill.

I had Gornit Penwiggle of the Baubbleshire tavern called The Deepmug Tavern sign the manifest.

Stage 2

I must speak to a P.B. in one of the local establishments, the one hinted at by the symbol of a very deep and narrow trench topped off with a symbol for waves or water.

I had Proprietor Blagard of the Starcrest tavern called The Vasty Deep sign the manifest.

Stage 3

I must speak to a K.I. in one of the local establishments, the one hinted at by the symbol of a mug frozen in ice.

I had Icemoore of the Graystone Yard tavern called The Frozen Tundra Tavern sign the manifest.

Stage 4

I must speak to a B.M. in one of the local establishments, the one hinted at by the symbol of a mermaid holding a stein.

Complete:	Spoke to Borden Mannus

I had Bartender Borden Mannus of the Qeynos Harbor tavern called The Mermaid's Lure sign the manifest.

Stage 5

I must speak to a P.I. in one of the local establishments, the one hinted at by the symbol of dwarven warhammer inside a compass pointing eastward.

Complete:	Spoke to P.T. Irontoe

I had P.T. Irontoe of the North Qeynos tavern called Irontoe's East sign the manifest.

Stage 6

I must return to Nettleville and hand this evidence over to Constable Arathur.

I handed over the merchant manifest to Constable Arathur as evidence of illicit acts of local barkeeps.

I fooled the merchants and had them sign the manifest that I then gave to Constable Arathur as proof of the illicit activity.

This quest is a sub-quest (alternate ending) of the Stout Merchant Manifest quest (see related quests). It is initiated by taking a fork of that quest.

You will need to return to all of the NPCs that you did in the past quest. Bartender Borden, Karg Icemoor, Proprietor Blaggard, P.T. Irontoe and Constable Arathur, who will give you your reward. You will then need to return to Fippy Darkpaw the 4th in Crow's Nest to close the quest.
