It seems the Steelhoof centaurs have made a pact with the Bloodsabers. For some reason, the centaurs need their help at the cove in the Thundering Steppes. The Cove can be found at the southern tip of the Dead River.
I found and entered the cove.I saw for myself why the Steelhoof centaurs needed the Bloodsabers' help. They had discovered a shipwreck and needed better swimmers to recover the sunken treasures.

This quest is initiated by examining The Treaty For Treasure. This item is dropped randomly on monsters in the Thundering Steppes.
This quest allows you to enter The Cove of Decay: A Treaty for Treasure at the southern tip of the Dead River -104, -12, 1017 . This requires you to zone in to the zone, which requires a 3-6 person group.
To complete this zone you must first clear it of all monsters. Then hail the seagulls, which will fly to the water, and 4 snakes will spawn.
When killing mobs in the zone they will drop keys occasionally. These keys open up the four locked chests in the zone.

Did this twice today, second time a named centaur was waiting for us on the beach - Taskmaster Drall. He dropped a chest with a Palladium Hoop earring.

These keys do exist!! On Aug 7, 2006 at 2:18pm I looted the Small Key. I figure the others are there too.

Did this today at 34. ALL mobs were green. I had a couple of chest drops, including a master of 1 of the snakes but 0 key drops.

DO NOT DO THIS QUEST IF EVERYTHING IS GREY TO YOU. I soloed this quest, killed everything in the zone, hailed the seagulls (hit H double click doesn't work) and the keys didn't drop. I guess I was too high for this quest. LVL 41 Fury.

Did this today. Yes, the keys are chest drops, there is no point in doing this if the mobs are grey to you. :P
We got two keys off random mobs, both medium. So keys are dropping.
Only one chest off the snakes, that was a firwood bow. Also saw an advanced TS book drop as a chest drop.
lvl 31 in group dinged at the very beginning and was 30% in when we left.

Tryed this today with my 34 necro and had 4 Chests in this zone.
Each of the chests had a key inside.
Ther´ve been 2 kinds of keys.
- a small key
- a middlesized key
After examening the small keys i got a quest to find the chest where this key fits. it was the chest in the tent. Got 3s43c for this ^^
The same with the other key (middlesized ones). Just try to find a chest where the key fits. it was the one between the rocks.
Got 17s and some copper for that.
So let me guess: There has to be a large key to open the last chest in the water.

Did this as a level 36 Shadow Knight solo. Didn't get any key drops. Half the mobs were greyed out. Killed all of the sea serpents that ate the seagulls, and got nothing but a serpent skin (which does nothing). Took me about 1.75 hours solo. Don't know what the problem is. Found all of the chests, but couldn't even target them or do anything. Think it's broken or for lower level (maybe 20-30) but I don't know for sure.

Tried this quest last night, we cleared all the mobs, waited for each seagull to spawn and fly to the beach where a assassin snake appeared. We killed each one and then nothing...
No chest dropped at all, or any keys so we could not open any of the locked chests.
Only thing gained was experience and the group was lvl 24-30.

For the final key to drop you have to make sure that you let the Assasin Snake kill the seagull before you attack it otherwise it will be no treasure or experience from the snakes

You have to kill all the people including those divers in the water. Got the seagulls to pop, killed all 4, but no keys.

Did this today - killed everything in zone - check underwater - divers, fish and octopii.
4 seagulls appeared - went up to each one and hailed (with 'h' - mouse didn't give a menu) - each seagull spawned a snake (flying snake type) after flying around for a bit.
Killed the snakes - no keys dropped - everything was grey - so the keys must be chest drops.
Saw 3 chests - one each side of beach and one inside undewater wreck. but couldn't open any - they didn't even highlight.
Highest mobs were single 26 heroic ^^ singles and 26 heroic multiples. Should have done it just before 26 went grey (30 - 31? )

got lvl25 templar and 26 assassain and me monk 24, cleared all area , including 4 snakes.
got nice loot from named(good bracelet lots +x) and that morning star some1 said. also we got 2 diffrent keys, both for chests on shore, one give 2s, the other gave 20s.(near the rocks)
there is chest in the wrecked ship underwater..i suppose this area isnt finished by the dev team.

I dont think so. I just did it as well and cleared the zone and serpents. Not a single drop, key or otherwise. Chests still untargetable. Its broke.

Tried this quest and somthing is definatly wrong. We cleared zone squacked the birds and killed the assasins but never recived any keys for anything.
I had one thought and am going to check it out. If you think about the quest Little Tarby Lost you hailed Tarby then had to deffend him from the 3 spawns of wolfs. If he was killed by the wolfs the quest was failed. I wonder if this is the same kind of thing with the 4 birds. Anyone know?

Some of the chests in the water are out of zone quest related. I know one for sure is for e the Manastone quest, and is opened after killing Octogorgon

Guild did this on 2-4-05. Same as everyone else. Cleared the zone. Got one key that opened a chest containing 2SP. No other drops. Nice XP, but no drops. Must still be bugged.

Just did this quest today. Killed everything. One chest drop - a large key. I picked it up, examined it, got a quest to find the chest for it. Chest underwater only said the msg someone else already posted; no loot. We then did the seagulls. Got 4 snakes, killed em. No loot. I /bugged it.

Quest is broken--I cleared the entire zone with a group. We got the seagulls to spawn, chased them to the water, and made the snakes spawn. We killed all 4 snakes and no keys dropped. The zone is entirely clear and we cannot finish the quest or open any of the three chests.

This quest has problems. Cleared the zone and got 3 keys (small, medium, large). The small key opened the chest by the camp and got 1 silver. The medium key opened the one on the other end of the beach (behind the big rocks) and got 4 silvers. The large key, though it allows you to interact with the chest, will not do anything to the chest under the sunken ship. Got a message saying the chest "clicked open, and the contents revealed to me" but I got nothing. The four snakes were all the same level and dropped nothing. This quest isn't worth the time or effort.
