It is part of the lengthy Peacock Club quest series.

If Orus'Dakh is not up you can spawn him by placing the following runes into the Orus'Un Monolith`, which is next to him:

• The Rune of Orus
• The Rune of Duak
• The Rune of Ahk
• The Rune of Kan
• The Rune of Hek

He will ask you to gather a few ground spawn objects in the Residence Court area of the Living Tombs. Each object can spawn in two different locations.

They are:

• A Bottle of Spoiled Wine ( -300, 17, 416 Copy ) or ( -382, 4, 424 Copy )
• A Bucket of Spoiled Meat ( -284, -9, 409 Copy ) or ( -276, -5, 354 Copy )
• A Crock of Spoiled Cheese ( -353, 11, 500 Copy ) or ( -301, 7, 509 Copy )
• A Pot of Spoiled Coffee ( -545, -17, 457 Copy ) or ( -487, 22, 372 Copy )
• A Pot of Spoiled Soup ( -391, -10, 477 Copy ) or ( -354, -9, 369 Copy )
• Some Spoiled Peacock Eggs ( -437, -31, 475 Copy ) or ( -391, -10, 477 Copy )

Go back to the Orus'Un Monolith and click through placing the runes again to spawn Orus'Dakh again. Speak to him to complete the quest.
