Use the cannon at 1554.56, 453.65, 816.30 to fire across the chasm to U.J.L. 1.0. Once there, head to 1407.33, 406.16, 706.55 and talk to Dudley Sprocklit.
Ore Cart for ore chunk
Now you have to collect a fiber from a sweeper bot. Again, these will have a right-click, "Retrieve Fiber" option and they are located around the excavation bots. You can kill one, if you wish, and get the fiber off the corpse, but you do not have to kill them. Just right-click and Retrieve fiber.
Return to Dudley Sprocklit and hail him. Now, use the cannon next to him (dismount first if you are on a leaper, glider or flyer)... because you -are- the test subject! Once you're safely on the other side (surprising for a gnomish invention...), hail Ember Tizzlespring to complete the quest.
You now have access to both cannons to travel at will between Dropship Landing Zone and U.J.L. 1.0.
