This is a Guide Quest. On Live servers it can only be received from a Guide. On Test there are no guides so NPCs exist there to give out the quests. Information regarding Starting Zone and Mob are from Test.

On Test, talk to a snowcreature in Everfrost.

Obtain a raw carrot from harvesting the Tier 2 bushes. (see Tier 2 Harvestables)
Obtain two luminous coal from a crafting supplies merchant, for 15 36 each.

Prior to GU58, this coal was called lustrous black coal. The quest step still refers to lustrous black, but luminous coal will update the quest.

Obtain two severed elm from harvesting Tier 1 wood. (see Tier 1 Harvestables)

Then it will auto-complete and you can pick your dress from the following list:

I met a snowperson who explained to me the importance of dressing well. I will investigate some of the sartorial tips I received.

Stage 1

Carrots can be harvested from bushes in areas such as the Commonlands, Antonica, Darklight Woods, and areas of Greater Faydark and the Timorous Deep.

Start:	I need to try on a carrot nose for size.
Complete:	I tried sticking a carrot in place of my nose, but the result was not exactly elegant.

Carrots do not entirely suit my complexion.

Stage 2

Many types of coal can be obtained from tradeskill fuel merchants.

Start:	I should use some luminous coal to brighten my eyes.
Complete:	I tried using coal to brighten up my eyes, but it didn't go well.

Coal dust only made my eyes hurt.

Stage 3

I can harvest severed elm in various outdoor areas near my home city.

Start:	The snowcreature suggested some long thin twigs of elm wood might make my arms more attractive.
Complete:	Sticking twigs of wood up my sleeves did not seem to impress onlookers.

I have investigated snowperson sartorial fashion, but am not certain that it suits me. The elm twigs up my sleeves made people laugh, the coal dust in my eyes made them water, and the carrot up the nose was downright painful. I think I will investigate my own alternatives to elegant clothing.

Your first objective is to obtain two carrots from from harvesting the bushes in for instance Antonica.

The second objective is to obtain lustrous (??) black coal used for tier 5 tradeskill crafting.

The third and final objective is to obtain wood from harvesting tier 1 zones.

Then it will autocomplete and you can pick your dress.
