Turt stands on the end of the dock and it perma rooted. He doesn't like to turn so the raid will need to be max distance or if you are a melee class such as a sin, right behind him.

His AoE's are mostly frontals, and he has an elemental AoE and a physical one that need curing quickly. Every 20% down to 20% he will port to the other arm of the dock and a tank needs to start meleeing him or he will set the dock on fire, killing everyone.

The two ways to do this is to split the raid into two groups on each arm of the dock, ready to pick up and DPS, or to have the raid swim across the water to get to the docks. You can also stand on one dock and range to the other.

At 20% everyone must jump in the water. The water level will fall and two turtle dragons, Left and Right will become attackable with 25% health. 2 tanks must tank them away from each other, as they will one shot anyone they both target. The dragons don't have a tail swipe, but they do have massive power drains, so stay on the ball. After they are dead, the fight is over.
