This is one of the six or so items that are used on the Isle of the Ravasect in The Bonemire to spawn x4 raid mobs out of the Monolithic Phylacteries.

In the center of that area is a table with a puzzle box looking item on it. If you have this item, (or one of the 5 others) you can spawn the mob. Most of them are fairly easily killed with a group and a half or more.
