there is three different quests here make sure you took the one that says to go under qeynos or else they wont answer

Im from freeport and just tried this....she wont answer my hails except offering her wares.

Is the quest broken, or has the location changed? I tried both merchants in the Down Below as a level 32 Paladin but had no luck.

I'm pretty sure if you are from Freeport it'll ask you to go to Thieves Way. Then again, it's not that hard for a Freeport citizen to get into the Down Below.

If you are from FP, zone into Antonica > Peat Bog > Vermins Snye > Down Below. The NPC is in the lower SW corner of the zone. Don't do as I did and talk to the other merchant as you zone in to Down Below and take his quest, or Merchant Adair Barnes will not talk to you until you complete the other one.

Anyway to do this if you are from freeport? Ear ring seems pretty nice.
