Once you get the 'Aquatic Research Book' drop off of blade fin, you need to kill 4 mobs.. Shoal Glider, Reef Turtle, Sawtooth Shark and a Razorfin Fish.. Once youve done this go to the mage tower and up the top talk to Malvonicus, you will recieve this item :)
