Anyone have any insight as to where this comes from?
LootDB.com has the item, but no drop info. Likewise, we have seen no drop data. My guess is that it comes from a quest rather than a drop, but for whatever reason we have yet to match it up to it's quest. If anyone finds out, please post here!
