Information is wrong in the quest description. They are NOT Bathezid Outriders that you hail. They are "Bathezid Watch Vanguard". A non combative NPC. There is dialogue with them when you hail them. After each hail the NPC depops and you get an update (15 are needed). Their locations seem to be random, but all in the same general area. The previous post has some good locations to use as reference for the areas to look.

Quest changed with update to Vanguard mobs. Less of them, stationary, part of the "Hidden Watch" clan or something like that. They are scattered around same area as outriders, but less of them, you circle around and do some of them again, as there are not 15 total, which you need for the quest, per my count.

Apparently you must now speak to "Bathezid's Watch vanguard," which are a bit harder to find than the outriders. The vanguard are NPCs rather than attackable mobs, and they despawn after you hail them and get the quest update.

I've found them in the same areas as the outriders, but they only appear around the rock outcroppings and they don't wander. There are NO quest update icons over their heads, so you really have to look for them.

To find Bathezid Outriders: Take the Sokokar to Kylong Pass; they are all along the road from Kylong Pass to Sathir's Span and down to the water.

I only had to hail 15.

You can hail them by hitting "H" key, but you are correct, right clicking seems to be broken on this atm.

Right clicking the outriders only gives me the option to attack them, not hail them. My faction rating is +7000, Indifferent.

Sounds like a bug. There was a change in the last hotfix to these.

OR... Maybe you MUST speak Di'Zokian now to complete this quest?

Dragoon Linzinek asks you to collect the reports from the Bathezid's Watch Vanguard.

Hail 15-20 Bathezid's Watch Vanguard. You must respond to the dialog to get the update. Although they speak in Di'zokian, it apparently is NOT required for this quest as you can magically understand them.
