You have to stand on the platform, and can not be sitting on a mount (aka horse or whatever). When done correctly you should get a message each time you go there with a bag that tells you that this is the platform where you should drop the bag.

This is one of eight quests in the Lost Village of Kugup that you will need to complete in order to unlock the Froglok race. To reach the Lost Village of Kugup you must do a series of quests in your home city (see related quests).
Pohpiks asks you to find 5 trash bags. Run around and examine the boxes behind tents until you find a bag. You must then go back to the platform next to Pohpiks and examine the bag that's in your inventory. You must do this individually for all five bags. Once you have all five return to Pohpiks.
