The rocks are underwater. If you don't have a water breathing spell, sugest you pick up a Totem of the otter that will give it to you. All the rocks are clearly marked on the new map and are easy to find. You get out of the water by finding a plant in the water you can climb that will dumb you right out the baloon stand and Agata.

Agata needs you to collect 10 Tillage moon rocks from the waters around the Tillage patch. There's no aggro, as all the rocks are in the area controlled by the friendly fens sifters, but bring something for water breathing.
I found my first rock at -726,-944,-185 . Almost without fail, each rock is within sight of the next one.
Since the next rock wasn't in sight of the one above, here's the waypoints to the other nine:
