When I ran this today (2011.03.09), the quest only required 4 plants, not 10.

Head to -238, 256, 3239 and use the ramp to get out of the village.
Make your way to a temporal guide and fly to Kerra Isle. The plants you want are in the following locations (all around the periphery of the island, against the cliffs):

When you have all 4, use "Jin'tu's Gift" to get back into the village, head to -485, 294, 3151 and hail Cio'lii to complete the quest.
