Couldn't solo him at my level (26 Fury) got really really close though. So called for a fellow guildie to come out and help me. Just as he showed up Vhar'Taug despawned. This was at 10:12pm my time. He did not respawn again until 12:03 am my time. During that time I kept killing the tower guards.
