The Stories of Everfrost  

Brahnagan MacLahnan is standing on the dock when you enter Everfrost.

He asks you to speak to several people and hear their different perspectives on the area.

You must speak to Newlyn Icebreaker and to Li Ning Ventur.

Doing this will open up the quest A Pioneer without a Wagon from Li Ning.

When you return to Brahnagan and tell him Li Ning's tale he will give you your reward and offer you the quest Cull the Threat to the Pioneers.
