I discovered a bound hollow tome in the Down Below. The image on the book is of an eye circled with a band formed of hands. I am intrigued to know more about this symbol. Perhaps it will gain me access to something hidden from Qeynosian life above.
I slew Bloodsaber rat men until I found a clue.
I read the note found on the Bloodsaber. Oddly...it was written in common Norrathian.
I spoke to Gornit Penwiggle about the coin.
I filled the hunting list for Gornit Penwiggle in Baubbleshire.
I returned to Baubbleshire to speak with Penwiggle.
I spoke to Proprietor Blagard in Starcrest Commune.
I spoke to Constable Arathur in Nettleville.
I slew a fallen noble in the Down Below and gained an Unseen Hand Coin.
I discovered the hand statue of the Circle of the Unseen Hands.The symbol has led me to believe there is a secret hideout of some sorts in the Down Below. Who is in the hideout is a mystery I will surely find out and report to the Qeynos Guard.

The first step is to kill Bloodsaber meddlers until you find a note/clue. This is a rare drop, so be prepared to kill many of them. Once you have received it, examine it.
You must then speak to Gornit Penwiggle. He's in Qeynos Province District, next to the Guild Registrar at 831.39, -23.55, 125.38 .
Gornit will ask you to kill coiled burrowers and rabid shrillers in The Down Below for him. After you complete this task he will tell you that he doesn't have the coins, but someone else does.

After you receive the item from the Fallen Noble you head back a couple of rooms and find "A statue with a strange indention in the hand" at -146, -0.08, -73.95 . Click on that and you will zone into Crow's Nest, an instanced zone.
Once inside of Crow's Nest you can start the quest, The Stout Merchant Manifest.

completed this quest at level 15 and was able to zone into the instance.

if u need help finding the rabid shrillers! in the down below zone go to the room where there are red bettles clear that room of attacking beetles then go to other side of room and u could pick off rabid shrillers as they pass.

Just did this quest but unable to access instance. Got message "This zone is unaviable at this time." at 5/28/06 - anyone know if they tossed it out?

Killed a Meddler today, was grey to me, as soon as it died I received an update saying I had a note. I read the note that had been put in my inventory and it started the quest.

Do you get a quest in you journal when you examine the books to start this quest, if so it seems the quest is broken. I am not getting any quest accept window, or a new quest in my journal. =(

Is the note a drop or a treasure chest? Cause I'm lvl 15 Pred and all the bloodsabers are grayed out so no chests for me.

Confirmed, Quest is bugged as of July 17th cannot trigger quest off the books.

It seems this quest is bugged. Presently, I can't get the quest from the books behind either of the merchants.

Well I'm very new to Qeynos so if you could tell us/me how to get to the meddlers would be great! Been running around for awhile now and can't find them.

well i hate to be that lucky little you-know-what type, but i just killed a pair of nobles, they came as a set on db1. it would seem the just one instance theory is incorrect.

It looks like this quest is not completable by Freeport characters.
Gornit Penwiggle in BS refuses to talk to strangers.
It would be good idea for Ogaming stuff to add some info about whenther quests are for Queynos/Freeport/both sides as sometimes (not this case) is hard to get quest starter and then you can just throw it away when some person in the quest refuses to help because you are not on their side.

I did this quest at 18th lev so it was all grey and droped fast but as to the problem of the noble poping.
as far as we could tell he only pops once per instance of the zone so 1 in the down below and 1 in DB2 so on.
what we did after 9 hours was go and wait for a new DB to open ran in killed the royals once and pop there was the noble

You could change the recommanded level to a rally higher one (something like 14-15)
The Fallen Nobles hits really bad my Barb level 14 and there is no way any group of level 5 player can do this quest...
No spawing problem for me, the noble is always here everytime i go to check him...

Killed two Meddlers, then recieved the note, but can't see it in my Inv (plenty of slots). So can't examine it lol. Is this another bug?

Camped this spot for over 2 hours last night, Killing everything that popped. Only got Royals, no Nobles. How frustrating.

Not sure if this is bugged or not (patch comming in 2 hours might fix it if it is) but there have been people constantly camping this place all night and no one has seen so much as one noble.

The quest an intriguing eye you say that gornit is at the back of the inn. He is actually at the back of the tavern. completely seperate building and as I am new and rely on the maps quite a bit it took me a while to figure it out.

gotta kill all the spawns in the area including citizens. If you see a Prince spawn, I thing its a good sign. I was there for bout an hour and there were no Prince so no Nobles either. When I went back there few days ago, after few Prince spawns, 2 Nobles poped.
