Lost Friend in Fallen Gate

For some reason Logan is not where he is suppose to be. Anyone know if something needs to be done to get him to spawn? thanks. I will try killing everything around the area to see if that helps.

I had the same problem as Kwun - Logan would not talk to me when I finally went back to finish the quest. He would not talk when I deleted the quest and tried to restart. He DID talk to another player who was lower level, so I am guessing Logan has a level cap. If too high, he wont talk anymore even if you have already started the quest. Going to need to narrow down the cutoff - apparently some where between levels 18 and 26.

Next part of this quest after level 20 is to kill Suspended Watcher in Fallen Gate,
loc approx neg 25, 1, neg 92.

Apparently his lost friend is at the bottom of the dungeon somewhere, mobs are 20+ and can hit for 500.
