This is one of the quests in the series give by Licha at Windstalker Village at -1821, -37.8, -544 after you complete the "A New Dress, NOW!" quest.

Licha is holding a dance and wants you to inform the citizens of Windstalker Village. You just walk around to the "Windstalker Citizens" in town and hail them all. After a few it gives you the update to return to Licha, which finishes the quest.
