Click on the chest next to Rongot to gather the Spheres of Subjugation.
The closest flame spout is southeast of Ry'Gorr Keep. You can throw it into the flames by using the sphere from your inventory around -1114, -355, 2945 .
Return to Rongot Wyrmrippa to complete the quest.
